For 20 years, the Boy Scouts of America has offered the East Chicago Scoutreach, a program to help youth regardless of income. The Scoutreach program allows these boys to be a Boy Scout without having to pay registration fees, outing fees and dues.

The Scoutreach program, through a grant from the Foundations of East Chicago (FEC), targets minority, economically deprived, at-risk and hard-to-reach communities. Through the Boy Scouts of America Core curriculum, boys are exposed to ideals such as strong families, safe environment, meeting basic needs, personal well-being, STEM and workforce preparedness. By offering this program, there is a positive alternative to the gang problem. The intent is to engage elementary school age boys and retaining them through middle and high school.
